Vedran Balen

Vedran Balen is a Dark Elf assassin who works for House Hlaalu. He can be found wandering around outside the Hlaalu Canton in Vivec. He offers medium training in Short Blade, Light Armor, and Marksman and also has a selection of thieves' tools for sale.

Vedran wears a netch leather cuirass with matching gauntlets and boots and a common shirt with matching pants. He carries a dire sparkblade and 20 steel throwing knives. Aside from his natural resistance to fire and the sanctuary provided by his ancestors, he knows no spells.
