In return for locating the missing Fighters Guild squad members, the talking goat will ask you to find the broken pieces of the Rod of Revels, so that control of the Fair can be wrested from the Lady of Riot. One of the places she tossed the rod parts was in Blood'N'Baubles.

You will need to chase around a Bouncing Jelly holding the part and catch it. Every few seconds, the part will move to another jelly.
