According to Steward Kerennia the Worm Cult mages in the Market District have started using "dreadshards" to enhance the power of their spells.

Detailed Walkthrough

Hall Steward Kerennia informs you that Worm Cult mages are empowering themselves with relics known as dreadshards. More powerful cultists means more trouble, so Kerennia asks that you kill these mages and pilfer their dreadshards.

Kill cult mages around the Market District and loot their corpses, then return to Hall Steward Kerennia with their dreadshards. She rewards you for your efforts in kind.
