Ilfete is a Nord navigator who can be found at the Western Skyrim Docks outside of Solitude.

Dialogue

She will greet you with one of the following and will offer you transportation to the alliances capital cities.

"If you're anything like me, you want a nice safe spot to mull over some hard decisions. If your favorite spot is in the Alliance territories, we can get you closer to it."

"You look like you could use a change. Let's get you to one of the Alliance territories—if you want, of course!"

"Solitude not the place for you right now? We can get you to Dominion, Covenant, and Pact territories."
