Ohtarona is a High Elf traveling merchant found with her horse in various locations around Stormhaven. If you have the Fighters Guild Intimidating Presence passive, you will have the option to rob her for the Crime Pays achievement.

Dialogue

When talking to her for the first time, she'll say:

"Care to lighten my load? It's a long way to where I'm going."

[Intimidate] I'll lighten the ears off your head if you don't give me your gold.

"What? You're serious? Fine, fine! Just don't hurt me!"

If you encounter her again, she'll instead say:

"I won't report you to the guards. Out of courtesy, you understand? Not because I'm frightened."
