Quick Walkthrough

1. Speak with Lantin Chaskav at the Goldstone garrison about bounty and Catius Rilo.
2. Kill Catius Rilo in a chamber at the northern end of the Garden Quarter Sewers.
3. Return to Lantin.

Detailed Walkthrough

The commander of Anvil's guard, Lantin Chaskav, can be found on the top floor of the garrison at Goldstone. Ask him about the bounty and Catius Rilo topics, and express interest in the 700 septim bounty on his head. Catius is wanted dead for murder and desertion, and Lantin points you to the sewers or Little Arenthia as his likely hiding place, but instructs you to ask around.

Asking around Anvil won't get you much more information other than that Catius was spotted entering the sewers. He's in the sewers beneath the Garden Quarter, specifically. You can access this section through the Marina sewers, or else by using sewer access points in The Abecette's inner hall, the Saint Amiel Officers' Club or the Temple of Dibella Estetica's furnace hall. Catius hides in a room in the northern part of these sewers.
