Quick Walkthrough

1. Talk to Foroch at the Gosha Inn about thief with a bottle of wine.
2. Retrieve the Surilie Brothers wine from Jarus Trasius' body, at the bottom of the cliffs to the west.
3. Return the wine to Foroch.
4. (Optional) Claim the bounty on Jarus Trasius from Lantin Chaskav at Goldstone's garrison.

Detailed Walkthrough

The Gosha Inn's publican, Foroch, has lately been robbed. Speaking to him for the first time will see him ask if you witnessed a thief with a bottle of wine on your way up to the inn. Ask him about this topic and he will name the suspect as the wanted criminal, Jarus Trasius. Agree to keep an eye out, and Foroch will note that he believes Jarus was heading west along the Gold Road - although it was dark, so he isn't sure.

Follow the Gold Road down the hill towards back into the Kingdom of Anvil. At the second sharp turn, look over the cliffside to the north. You'll see Jarus' body there - he apparently fell during the night. Grab the Surilie Brothers wine bottle from his body and return it to Foroch. He'll reward you with a bottle of Aliyew and a free night at the inn. He'll also suggest claiming the bounty on Jarus if you haven't already. To do this, speak to Lantin Chaskav at Goldstone's garrison in Anvil (assuming he wasn't killed in the events of another quest). Lantin will give you 500 gold for reporting Jarus' death.

The culprit is a Colovian man with a brown shirt, who stole a bottle of Surilie Brothers wine and then ran away down the Gold Road to the west. The thief may well be Jarus Trasius, a wanted criminal.
