Francine asked me to find out why she got arrested. She wants me to go to Fort Windmoth and investigate there. |

I talked to Arvs Rethrathi, the commander of Fort Windmoth. He didn't tell me why Francine Aldard had been arrested, but instead tried to extort her 'bounty' from me. |
