The amount given by pilgrims increases with their Flee value. Pilgrims with over 30 Flee can give 10 gold. Those with 90+ can give 80. The Flee value can be raised with spells or by use of the Intimidate persuasion option.
If you are caught intimidating pilgrims to get a larger sum of money, the Ordinators will get angry at you. However, they will take no immediate action to arrest you.
Asking pilgrims for spare change with higher Flee values (50+) in place increases a hidden variable tracking how much of a stir you are making with your aggressive begging. Once this variable hits or exceeds 10, you will be challenged by an Ordinator and warned to stop, decreasing your total reward from Gordol.
