All known Imperial Laws (excluding in-game crime mechanics since you can get a bounty for a random boulder killing a guard...)

Third Empire - Medes[edit]

  • Can't assault giants[1]
  • Can't carry Extreme Healing Poison near an infirmary[2]
  • Killing an opponent in a duel is considered murder[3]
  • Skooma, particularly Balmora Blue, can yield long jailtimes for possession[4][5]

Third Empire - Septims[edit]

  • Cults deemed dangerous to the Empire are pursecuted, including the Nerevarine Cult[6]
  • Trade in dwarven artifacts banned[7] without proper charter from the Chair of Dwemer Studies[8]
  • "According to Imperial law and custom, killing is justifiable in war, self-defense, defense of property, affairs of honor, and sanctioned affairs of state. Other killings are murder, and punishable by death or imprisonment. Outlaws have no rights, and may be killed without scandal or sanction. Guards may use deadly force in the line of duty."[9]
  • "Verbal assault, pickpocketing, and trespassing are malfeasances, punishable by fines... or by punitive labor. Theft and foul murder are felonies. Theft is punishable by fines and compensation proportional to the value of the property stolen, or by punitive labor. Foul murder is punishable by fines... or by punitive labor."[9]
  • "Don't brawl or start fights."[10]
  • Levitation magic banned
  • Ban of the Worship of Talos as a god
  • Necromancy is legal in all provinces but Morrowind.[11] Dunmeri "spirit magic", a version of necromancy,[12] is the exception, being legal in Morrowind.[13]
  • "Raw ebony is protected by Imperial law, and may not be mined or exported without an Imperial charter."[14]
  • Slavery illegal for races deemed intelligent - ogres are not.[15] The Armistisce gave Morrowind an exception and allowed the province to keep slavery. In Morrowind, "Aiding an escaping slave is theft, and a crime, since slaves are property in Morrowind."[16]
  • Witches and warlocks are pursecuted and put to death[17]
  • Rituals to the Night Mother or other attempts to contact the Dark Brotherhood result in imprisonment and property seizure[18]
  • Treasonous to pick jazbay grapes without the emperor's personal permission[19]


Interregnum Empire of Cyrodiil[edit]

  • Imperial worship of Sheor, Magnus, Phynaster, and Y'ffre forbidden[20]
  • Slavery is illegal[21]
